Caloosa Main Outfall Culvert Replacement Project - June 2007

During a routine inspection of the Caloosa drainage system, Mr. Dave Wolf observed that the headwall above Caloosa’s three main outfall culverts at the C-18 canal was collapsing due to the deterioration of the culverts. Management informed South Florida Water Management about the problem and they responded by informing the Association that the culverts were installed by the Association when the community was first developed and are the responsibility of the Association. The District issued a “Notice of Permit Deficiency” and gave the Association thirty (30) days to make the necessary repairs or be subject to fines.

In addition to the three culverts that belong to Caloosa there is a fourth culvert that belongs to the Florida Research Park and is regulated by the Northern Palm Beach County Improvement District. These four pipes are directly adjacent to each other and to replace only three pipes without damaging the fourth pipe would be very difficult. Management contacted Northern and discussed the possibility of having their culvert replaced at the same time. Northern agreed that although their pipe was not yet in danger of failing it would be in everyone’s best interest to replace all four pipes, and agreed to contribute $24,000.00 towards the project.

Management solicited bids from five contracts to perform the work. One of the contractors upon inspecting the site declined to submit a bid. Following are the four bids Management received:

  • $266,814.00 D.J. Casey Enterprises

  • $223,447.00 SLB Construction Services

  • Just prior to the meeting SLB submitted a hand written estimate of $188,700.00

  • $175,685.00 Gulfstream Contractors, Inc.

  • $147,669.00 Knight’s Construction, Inc.

The Board wanted to go with the lowest bidder but had some concerns about the company’s ability to fund the project in advance and whether or not they had the equipment necessary to do the job in a timely manner. Discussion followed.

Motion: It was moved by Berl Michel and seconded by Mark Loewenberg (i) to award the contract to Knight’s Construction contingent upon verifying their qualifications (Carl Creedon and Bob Weakley were appointed to verify their qualifications), (ii) if in the opinions of Messrs. Creedon and Weakley Knight’s Construction was not qualified then the contract would be awarded to Gulfstream, whose qualifications were already known, and (iii) to conduct a Special Board Meeting on Friday, June 1, 2007 for the purpose of considering a one time Special Assessment to fund the project.

Vote: In favor: Dave Clark, Berl Michel, Mark Loewenberg, Bob Weakley and Carl Creedon.

Opposed: Chuck Miller. Chuck commented that he wanted to award the contract to Gulfstream.

Editors Note: It was later determined that Knight’s Construction did not meet with the expectations of the Board and therefore the contract was awarded to Gulfstream Contractors, Inc.

The Board then discussed Northern’s offer to contribute $24,000.00 towards the project for the replacement of one additional culvert.

Motion: It was moved by Carl Creedon and seconded by Berl Michel to accept Northern’s offer to contribute $24,000.00 towards the project for the replacement of one additional culvert.

Vote: Unanimous
